WITH reference to Mr. Carnegie's despatch No. 298, Very Confidential, of the 10th July last, I have the honour to inform you that the Belgian Chargé d'Affaires has informed the foreign Representatives here that he has been authorized by his Government to agree to the proposals of the Tien-tsin Chamber of Commerce for the improvement of the Taku Bar.
